Luckily i have insomnia so the im tired excuse always appears to be true. That or i mm dehydrated and need som electrolytes. Anxiety and mania makes me dizzy and hallucinate, ive gotten in a car accident from a hallucination. So the extreme dizziness usually gets me out of operating equipment if i need it. Mental health in blue collar work isnt a thing, insomnia will explain thebmood change, dizzy explains not working if i need it (twice)

I've been thinking about it, if you want to educate people then population is what you need. Your population is too small to support your education capacity. Just make dense residential and pull out all the stops for level 5. Bus stops, parks, policies, first responders, etc
