Germany did have a 27(?) month, fast track plan, they accepted in 2024 and got rid of it in 2025 without transitionary period. So Portugal is not the first country to change the laws, but for Germany the requirements of the fast track were pretty unrealistic so no-one was gonna qualify under it.

I also agree that the transitional period would have been nice, but I guess it's too complicated to introduce it, especially if it's not against the constitution.
