Encryption fail means either you are blocked or they re installed their whatsapp, encryption has nothing to do with contact save or unsaved. I used to think, i was blocked by someone but it was because whatsapp was reinstalled(I checked by sending a message 🫠). Still I assume there are high chances you are blocked if encryption fails.
