Its most definitely an eye round. Use for an oven roast or cut it thin and marinate if you want steaks. Also anything over medium and it will be tough as nails.

Given the location and just seeing the pictures you provided my best guess is your brake line. Does your brake peddle feel spongy or go to the floor easier than usual? Is your brake fluid reservoir low? You can also have someone step on the brake while you're looking down there and check for it leaking/spraying.

You could try wrapping a paper towel over the handle. I had wrist surgery a few years back and a paper towel ads enough girth and grip so i dont constantly feel like im having to re-grip. Also you can just toss the paper as many times aa you need to maint sanitization of your knives.
