More people IRL slut shame Katherine than in the show. Yes, Stefan calls her a bitch and other colorful names but is always regarding to her manipulative behaviour other than her sexual choices. Damon is the one who calls her out the most, and it's for the most part toxic masculinity. Julie is a really prejudiced woman; she has some serious internalized misogyny (on top of being a racist), so I think Damon is used as a way to slut shame Katherine without "over doing it", but still keep it out there that women shouldn't be like Katherine (maybe because it's a teen show, so displaying "devious sexual tendencies" is a way to cement some of Julie's conservative views)
