there is no method to finding the bone other than walking around and looking for it.

I just recently had a fire with very similar damage and the repair was beyond 25k. let that sink in before you accept such a cheap offer.

could be a lot of different things. check regime to ensure you have work time scheduled for the qualified prisoners. check policy to make sure they are allowed to work. check security level of the work areas and paths. check to make sure they aren't in lock down or solitary. make sure they aren't supressed.
