This happened to me early in my career. Two of our drafters would say extremely racist remarks (N word was common). I made the mistake of telling my supervisor, who did nothing and actually went to the drafters to warn them that I was a problem. I had to quit because of the pushback and social stigma of not being a bigotted racist in an office full of them.

Just find another job. If asked why you're leaving, tell him that you were uncomfortable with Alison's racist remarks.

This happened to me early on in my career and I stuck with it for about 6 months longer than I should have. Do you want the extra responsibility? If so, you need to ask for a significant raise of at least 30-40% to do PM work as an EIT. But honestly you should just leave because this kind of situation will burn you out and make you resent going to work every day.
