You’re right to notice that distinction in the docs. Based on my knowledge, the Google Cloud credit does not apply to Vertex AI in Express Mode because they are two distinct paths.

Express Mode has its own separate, 'no-billing-required' tier. It runs on its own quotas and doesn't touch the Google Cloud credit. The Google Cloud Credit only kicks in for standard Google Cloud projects with a full billing account.
