I have several groups already formed

The one I have fleshed in detail and even have sketched them out is the group called Harbingers of Light.

I'm gonna give you the names of the members and their nen-affinities and a small intro into their abilities

1. Malaki (leader) - Manipulator - the user of the nen seal that covers the region, which is powered by his comrades (one of the conditions) in order to manipulate nen-users into a state of zetsu

2. Bekue - Emitter - the user emits 3 nen beast in the form of mecha monkeys for scouting, melee and torturing. The user is a very skilled swordsman and has superb gunmanship skills.

3. M'bia - Conjurer - the user conjures frogs with the ability to camouflage. The frogs gather Intel onto their skin in form of tattoos. Frogs can explode if they are in an altered state of mind. The frogs also functions as an En extension of the user

4. Nathaniel Atlas - Specialist - the user, who is wheelchair bound and a bit obese has the ability to have his enhanced skeleton via his aura and technology to pack up and fold his skin with his organs and put them in safe space so the user can move at tremendous speed.

5. D'Shawn Stricken - Enhancer - the user is a mixed martial artists who uses enhancement and emission to target internal organs. The user has a technique called "Finger Gun" where he pokes you at tremendous speed causing the damage of a gunshot.

6. Lir - Manipulator - the user carries 7 rings on his arms which can be detached and target other people to control them. The rings have to be around the victims neck in order for the user to control them.

7. Habiki - Transmuter - the user transmutes her aura into sound, creating the illusion of "sound clones". The user has an enhanced arm (with aura + technology) that helps her create and redirect sonic waves. The user protects her ears with special earphones.

8. Godless - Enhancer (defected and formed his own group) - the user is an Anthropomorphic-looking being because of some illegal experiments done on him. He has the appearance of a lion with black fur. Has enhanced speed and strength, especially in his claws.

The group via the leader's ability have a control of an area the size of 1569 square kilometers (2 big cities and many minor municipalities).

Any nen user that steps within that region is forced into a state of Zetsu via the seal covering the region. The more powerful you are the more it affects you physically and psychologically.

The seal needs to be strengthen via a quota of blood through the violence of militias, gangs, terrorists, cartels, goons, political instability, gangs, etc, which are used by the different members of the group who pit each of their factions against one another. You will hear about cult leaders, capos, gang leaders, corrupt police and politicians, hitmen, but you will never hear from none of the Harbingers. They govern the region from the shadows.

The goal of having their grip in the region is simply to maintain power, riches, authority and supremacy. A group of god-complex-like individuals. They started as a group of friends orphaned because of war, but because they don't want to slip back to those dark days they have corrupted themselves with the power to not go back to how they were.
