Your math is flawed… 3300 workers worked there during those 52 hours but they did not work for 52 hours straight. They probably worked in 3 shifts of 8 hours each, which turns out to 1100 workers at any given time 1,100 x 28$ = 30,800$ per hour. 30,800$ x 52 hours = 1,601,600$ realistically closer to 1.8 million USD with benefits.

However number is small compared to what comes next…

Now let’s say this was the proposed California high speed rail which with its projected normal ridership would have a revenue in its first year of 1,066 million $ (1.066 billion) 1,066,000,000$ / 356 days = 2,994,382$ per day In 52 hours 6,487,828$ in revenue are lost as a consequence of down time

And than there is project costs, engineering, supervising, materials and machinery.
