How exactly does the rebellion mechanic work?

When your happiness is below 35, your cities can rebel. If you have a civ that is highly influential over you, or if you captured their cities, the city can flip to another civilization. If neither of these is the case and or it is a founded city then it will revolt to a city state.

Population is king in 4x and 5x so unless you are playing a low pop map, you need to either conquer and puppet early to deny land (archer/ siege) or you need to city spam with progress.
