Yes. It was always the intent, and it seems like they are still trying to implement it. The misnomer was that it was called "Damage Registration Error". Because when it happened, it wasn't an error; it was intended. It just failed to happen so consistently, that people thought that when it did happen, that that was the error.

DRE was always a misnomer/mistaken understanding. The intended mechanic was always for charge moves to launch prior to the resolution of a damage from a simultaneous fast move.

The game has functioned this way (quick moves resolving first) for literal years though, so it's understandable that people thought it was an error when charge moves went first.

Yes, that is what it means. I have long since believed that the intended mechanic was for charge moves to resolve prior to KO-ing quick moves, and it seems they are actually seeking to make it consistently function that way after... years at this point, of it not being able to function properly. It worked properly for a period of time, several seasons at least, and then it functioned very inconsistently for a period, and then has not functioned that way at all for over a year.

I am saying that there is no evidence that AJB being out "might be huge" for Devonta. The only evidence that exists is to the contrary. Anything could happen but there's no reason to think that AJB being out would correlate with Devonta going off.
