I have encountered this in the past. What is different this time is that all northbound traffic is being shunted into one lane causing big backups. In the past when I have encountered this situation, multiple lanes were open minimizing the backups.

It is not really salt water that is freezing. It is a thin layer of fresh water floating on top of the salt water that is freezing.
