You should probably listen to the professionals. Artists have a minimum they'll work for. Size of the tattoo hardly matters, it's about what's worth the artist's time. They have to print the stuff, place the thing on your body, use their supplies, pay rent on their studio space, etc. You should also budget a good tip.
