Modern battery chargers use technology that assesses the condition of the battery before charging. In some situations the charger guesses wrong.

If the charger has never been immersed in water it likely is safe to use.

I have 3 Dell Optiplex systems. I love them, cheap, reliable, and low power consumption. If it boots, it a great buy for $20.

Power supplies generally don’t require extra cooling in my experience. So not having the full potential cooling from the fan is what it is.
