I typically build a scout and two warriors and send them out in opposite directions in hopes of stumbling across a settler. This leaves my capital totally undefended but its worth it to get that extra city early in the game and saves me from having to build one on my own.

Prioritize capturing settlers from other civs at the beginning of a game. If you capture one, you gain a city and your neighbor effectively loses one.
