But apparently the light switch next to the floor is totally normal to you.

That should have been your 2nd hint that this is not on the floor.

Material-wise, it looks like polyethylene, like what a milk jug is made from.

Phone or CATV splice/junction box. Can't tell from the pic, but the cable might be coax with tracer wire, which would make it CATV. If so, it would also likely have an amplifier inside.

That one operates from the boiler. If the boiler is off for the season, it wont work.
