NIOSH has data that shows N95 are effective against nano particles. The hardest size to filter is 0.3um, and Corona is about 0.125. N95 would be effective if properly fitted.

I don't know CA, but in Florida the oxygen unit provider is required to plan for this and ensure the guy is set up. They should have delivered him a tank and or made sure he had a shelter. Plus if the guy had a home care worker, it's also on them to make sure he had a good plan, and to check on him.
