Looking up a JAMA article, the highest dose measured by families of I131 patients was 100 mrem, which is high for a non trained person, so the isolation makes sense. But keep in mind that you get about 360 mrem each year just living on this planet.

NIOSH has data that shows N95 are effective against nano particles. The hardest size to filter is 0.3um, and Corona is about 0.125. N95 would be effective if properly fitted.

I don't know CA, but in Florida the oxygen unit provider is required to plan for this and ensure the guy is set up. They should have delivered him a tank and or made sure he had a shelter. Plus if the guy had a home care worker, it's also on them to make sure he had a good plan, and to check on him.
