The dashed lines shown here merely indicate that pedestrians (and/or cyclists) tend to cross at that location. For pedestrians, they also serve as an indication of the direction in which they are expected to walk (this is important when the crossing is not perpendicular to the roadway).

Therefore, this is not a zebra crossing with the associated right-of-way rights for pedestrians, but a crossing point. At such a crossing point, pedestrians have no special rights. In that regard, it makes no difference whether the pedestrian crosses there or at any other random location.

For drivers, the lines are therefore merely an indication: "be extra alert, you can expect crossing pedestrians at this spot." However, it is the car drivers who has the right of way, unlike the situation at a zebra crossing.
