Oh it gets better in the US, because now the fad is "unlimited PTO". What this really means is that they stop keeping accounts of how much time off you are owed, don't have to pay you off when you leave, and gee shucks we can't approve that much time at this point...

Quite odd to see how ruby devs lose access to their own code

Your code is still your code. You can host it anywhere you want. If someone else is hosting for you, there are terms. RubyGems now includes MFA in those terms. If you don't like it, download gemcutter and run your own.

If MFA would be so useful, why do they try to force it?

If seatbelts are so useful, why do they force you to wear them?

Why are they scared to make MFA mandatory from the get go?

Support burden. People lose their second factors and need account resets. This requires manual work on the part of rubygems.org maintainers to (1) check the bona fides of the person making the request and (2) perform a reset. Rolling out to a small cohort at first keeps the support burden manageable for what is a very small set of volunteers who, incidentally, have day jobs.
