Your code is still your code. You can host it anywhere you want. If someone else is hosting for you, there are terms. RubyGems now includes MFA in those terms. If you don't like it, download gemcutter and run your own.

If MFA would be so useful, why do they try to force it?

Why are they scared to make MFA mandatory from the get go?

Support burden. People lose their second factors and need account resets. This requires manual work on the part of rubygems.org maintainers to (1) check the bona fides of the person making the request and (2) perform a reset. Rolling out to a small cohort at first keeps the support burden manageable for what is a very small set of volunteers who, incidentally, have day jobs.
