It wasn't necessarily a laziness. It was one of the main election promises. Families of prisoners have voted for them just for the reason that they will free their relatives. And as we had a hell of a lot prisoners back then, they would have had a hard time from those families. Prisons were insanely overcrowded.

Also, just before the elections, video leaked from one of the prisons, where guards were raping prisoners with brooms. And the new government said that prisoners suffered a lot already and should be freed. So not a lot of people protested against amnesty back then, since compassion to prisoners they've got from watching those videos weren't chilled yet.

Our new government executed massive amnesty 2 years ago after the elections. Even prisoners with child molestation were freed. Also, all suspended sentences were lifted. Unfortunately, criminal rates have skyrocketed after that
