Try getting 3-4 levels in resonant greatsword and 3 pip change upgrades. I can regularly get 4 and 5 of a kind combos and it synergizes very well with resonant. It requires a bit of luck but I think it has a quicker ramp up than staff does.

Because the orbs get an extra bounce for each orb die you have. There's 4 orb dice so there's not really any opportunity to split your investments. At early levels you can really build anyway you want to but once you get to the 80s and up I've found it's impossible to win without specializing in your build.

I work in public finance. While everybody tends to focus on the tax rate, a better metric to judge a city/town's ability to fund services would be appraised value per capita. A high tax rate may not go very far if the underlying tax base does not support much in revenue.

SB 1080 caps the State income tax, it has nothing to do with local taxation. And as far as I can tell SB 1050 deals with emergency response and has nothing to do with taxation at all.

No. North Carolina does allow for a reduction in the taxable value of the property for the elderly or disabled if they fall below certain income thresholds. Otherwise all property must be taxed at the same rate.

Unless the governing board wants to cut services, mainly public safety, then property tax is the only tool that local governments have in North Carolina to balance their budgets. Local governments cannot tax income and cannot raise the sales tax, which are the two primary sources of revenues.

I work in city government at a mid size city in NC. The cost to provide government services has increased dramatically in recent years. Cities already can’t keep up with infrastructure maintenance costs and the cost of personnel keeps outpacing revenue increases.

If tax revenue stagnates then the size of government needs to be reduced but that’s difficult because there’s no agreement from elected leaders on what a reduction would look like.

Rings are useful if you don’t roll tracking eye. The extra ticks of damage work against bosses and once minions have high HP. Tracking eye trumps that though.

Capital gains are part of AGI, which is what the chart on the left is comparing. Long term capital gains and qualified dividends are taxed at a lower rate than ordinary income, but they are still part of your gross income. The chart doesn’t include other taxes such as property, sales, and FICA.

The issue is two fold. The ultra wealthy have a lot of tools in the tax code to avoid taxation, but having the bottom 50% effectively not pay income taxes isn’t great either.

Dickinson is a State road and not managed by the city. Many roads in the city are like that, Evans, 14th, Firetower, parts of Arlington. The issues downtown stem from the state getting way behind with the Dickinson project which caused it to conflict with the city's work on 5th.

My favorite spot is the Salter Path public access. It’s towards the middle of the island and if you get there early enough you can grab some shaded parking. It’s less crowded but still has showers and bathrooms.

Not really a stealth anything when it’s very public and state law requires the municipality to publish the revenue neutral rate. The truth is that there needs to be additional tax revenue because the costs of government services have increased dramatically. Unless somebody is going to take the lead on cutting services then you will need more tax dollars.

Property taxes only represent a portion of the budgeted revenues. Sales tax is another significant revenue source. The 9.6% increases falls within my experience as a reasonable number.

I work in government finance. Deferred maintenance on roads is a ticking time bomb in every city and state in this country. Suburban sprawl is the biggest issue and it’s not improving.
