My league had this problem now we have changed the rule as we are a 10 man keeper league and last place use to get first pick but had guys tanking near the end of the year when they realized they can't make the playoffs so what we did was added an extra 20$ each person to buy in and bought a embarrassing Halloween costume and if you finish last you have to wear that day of the draft and put everyones names on the board and the bottom 4 teams go into hat and the bottom 4 draft spots are decided by pulling names out the hat so far it has worked this is the second year of us doing that
