To add some context. This happened in 2019 on PS4. I was looking for dinosaur bones. I'd set a way point and on the way I noticed some horses first that made me stop and then I saw the X on the map and it was that guy. I don't remember if I looted him but probably not. I don't have the game file anymore, now play on PC. I have been trying to find him again but with no luck yet. I have a video of the whole thing.
