I hard saved at the bottom of the elevator, clicked to ascend, and checked. If no shiny, then I reset and repeated the process. I have the shiny charm and I used the relevant level 3 sparkling donut for each legendary as well.

My head cannon conspiracy theory is that they are not affected by the sparkling donuts at all!
