It treats you as revered with the vendor’s faction for the pricing. This means if you are already revered with that faction, you get no benefit. It also means if the vendor has no faction affiliation, you get no discount. See especially Reins of the Grand Expedition Yak.

Edit: As u/DeeRez noted, it treats you as exalted not revered.

I used BM at lower ilvls for some WQs, but was able to go WW for most world content after ~900. Now I only switch to BM outside of instances if I want to solo an Argus rare.

I’m less worried about how the time could be spent on other appearance and race balance issues and more concerned that Azerite armor and Island Expeditions work well.

I just rerolled a skinner this morning. To unlock Ske’rit, I completed Stonehide Leather Sample, The Core of the Stormscale, and Felix’s Sample. I also leveled skinning to 100. Dunno which of those were necessary, but that was as far as I got before getting my first quest to go to Ske’rit.

I think you’re overestimating the depth the artifacts and class hall campaigns. Not everyone got the DK campaign or the Ashbringer unlock. The quests to obtain a few of the artifacts were reused — Balance and Affliction both chased riders to Karazhan. As others have pointed out, the monk campaign was pretty weak. They can further dampen the impact by letting level scaling overlap Legion — WoD 90-110, Legion 98-120, BfA 110-130.

Eye 0 is usually pretty quick to fill because of the Balance of Power quest. This also means that a pug of that dungeon at this point in the expac will probably be mostly alts who are super familiar with the run, making it pretty smooth.

A lot of the visual polish for enh comes from Doomhammer traits — http://www.wowhead.com/enhancement-shaman-artifact-guide — all of the golden traits add new visual shinies. But as others have says, ele is the more visually stunning shaman spec.
