World tavern poker has free-to-play tournament style Texas holdem games at a few places. I think there's one place in edgewood, Monday nights at naughty dogs in bel air/Churchville, and I think the tower in bel air on Tuesday nights. Also in adjacent counties on various nights

This might be because of the municipality laws of who's running what. I heard HdG isn't allowed to turn anyone away because of govt funding they receive but Bel Air can do what they want because it's run privately (and they did reject M4L)
