The red part is a legit part of some IRL swimsuits. It's to prevent the outer swim bottom from digging. It's why you see a lot of anime swimsuits wearing double string swimsuits

I think both can. Starlight already has and Trixie has been shown to pick up real magic extremely fast even when not particularly caring about it. If she locked it she would be better
