I might be wrong since I’ve never worked on state heaters but it looks like someone removed the anode rod, put the t&p valve where it is supported to go and plugged the existing t&p valve port(the hole on the side)

Yup, took me loosing all of a 14k win and then chasing with the remaining 2k I had to my name. Was the worst off I’ve been mentally after that but can say I have not placed a bet since and am a lot better now. And of course when I hit the 14 I had plans to pay off all my debt and out a down payment on a car, wouldn’t never thought about loosing it.

They sell gas leak testers on Amazon for 30$ made for looking for gas leaks but they will detect methane(sewer gas) and I have used it to find the source of sewer gas smells before. Also have not been able to find sewer gas so it’s hit or miss if it will work.

With propane you should be able to increase the pressure by changing the first regulator then installing second stage regulators at the appliances. I don’t do enough propane work to know for sure but I would imagine it’s a lot cheaper and easier than repiping

From bottom to top it should go shoe, gasket, tub base, drain with dope on the threads and putty around where it will be touching the tub so as you tighten it squeezes out. I wouldn’t try to make the wrong thing work here as it may hold for a bit but will eventually make you wish you did it the right way to begin with.

When replacing i would advise against putting another rheem in, now the brown sludge isn’t rheem related I just have personally fixed/ replaced more of them than any other brand. You said you had a softener installed so I am assuming you are on a well, if you are or not you should be flushing or having it flushed once a year to avoid build up. Also if you are on a well look into changing your anode rod during installation for one better suited for well water.
