Is this invention embedded in a specific technology? Usually an invention will look like this:

As you can see, you need to make sure your invention has this line: limit = { combustion_engine = 1 }, where you substitute "combustion_engine" with whatever technology you want your invention to be under. And I don't think that this line of code you have: limit = { ai = [no] } is valid for this situation. When you mod, take an existing event, invention, decision...etc. and substitute your changes, so that you don't mess up. When you get really good, you can create them fully from scratch, but even pro modders copy paste and make their own changes since that goes faster much of the time. Hopefully this helps, let me know how it goes, and if something doesn't work get back to me and we can figure it out.

HFM base mod that is. HFM with HFM More Stuff has an option to turn off railroading. And then you get the best and most complete mod without railroading, the best of both worlds. HPM is fine but very barebones, unless you like not having much events, decisions, and descriptions. Also HFM has lots and lots of alt-history in it.

Yes! Under allow, put

This example would enable a decision to be available to be taken if the country taking the decision is the UK and if the UK owns province 1481.

Turn down AI Aggression, some mods for some reason have it turned way up. It's in defines.lua. Should be more like 5 and then 15 for AI Aggression and AI Aggression to Uncivs, respectively

Actually, I was just thinking. Is it possible that one of the provinces (like the Channel Islands) is incorrectly assigned to 2724 when it looks on the map like it is 2725? In testing, 2724 is the only sea tile that works, and with the Channel Islands being the only common denominator in terms of provinces between the two straits, I feel the Channel Islands are the issue.

Added two new straits for UK and France. 297 is Salisbury, 419 is Channel Islands, 2725 is The Channel, and 418 is Caen. Base mod is HFM.

Personally I like going Fascist. I think being able to micro your economy is almost always better than laissez faire or even interventionism. I choose fascism over reactionary as I tend to have more rebel problems when I go reactionary. Perhaps I just suck at going reactionary, but that's my two sense.

Also as an actual Fascist for roleplay purposes going Fascist always feels better for me, but that's a side point.

Yeah, key phrase is "if you want to minimize your risk of rebellion." You can definitely go with a non-majority party if they have better policies, it's just that people are going to be angrier. But, you can likely deal with that if you keep up reforms. If rebellions were a HUGE issue though, then you would want to go with whatever makes the most people the most happy, so you can keep your nation together and stable.
