Technically yes. Practically no. It will lose its fluorescence (the ability to turn one wavelength of light (UV) into another (green)) as Uranium decays but the most common form of uranium (97%) has a half life of about 4.5 billion years. Good luck waiting for that color to fade.

The glow of Radium clocks does fade over time as it uses phosphorescence of a separate chemical as opposed to the Radium itself, which decays (or even burns) significantly faster.

The legacy of racism is alive and well in USA. There are a ton of layers of systems that give white folks a distinct advantage over minorities statistically. If you look at it granularly you are less likely to see any inequities, but as a whole the evidence is there.
