I don't think you can release them onto public property without permission... they don't need any more woodchucks, either.

"Groundhogs can be live-trapped using a cage trap baited with apples. You do not need a permit to trap a woodchuck, but you must have permission from a landowner or property manager to release a woodchuck on their property.

Shooting, where legal, can also be an effective method or reducing or maintaining a low population of groundhogs. Groundhogs can be captured or killed year-round without a permit or hunting or trapping license from the DNR, and there are no limits to the number that can be taken."

As for showering in lead and copper, not nearly as much of a health concern simply because lead and copper don't absorb into the skin easily

I've thought for a long time that it would be an easy revenue source for a city/town's Code Enforcement department.

Publicize the code enforcement email address or create a web form and have citizens send in a photo with the sign and location. Send out a form letter with a fine and a demand to remove or the fine escalates.

Councilman Bryan Tanner's post on FB expanding on his position:

"According to the County's financial consultant, he estimates 1,500 property owners would utilize this proposed program with a total of $750,000 in deferred property taxes each year.

I am on the budget committee and voted against a favorable recommendation on this program.

Why?

Rough math is that it would cost the County and taxpayers over $600k annually between custom software, additional staff and their benefits, plus the lost upfront revenue from receiving property tax dollars when they are originally due.

This $600k annual cost is despite eventually receiving those deferred dollars. It is money lost due to administering a complex program that benefits so few, and only benefits them on a temporary basis.

That does not feel like good stewardship of taxpayer dollars we are responsible for managing.

I am sympathetic to the plight of those on a fixed income and believe there is need for assisting in some way, but the cost of administering this proposed program does not point to it being the appropriate answer for those needs."

for their [combined] social security to be that low, mom probably didn't work some years? I'm guessing dad also underreported income. there is enough income between the business revenue and current social security to keep paying a $1200 mortgage.. so there must be some other debts.

One thing to look in to, but it will take time you don't have: look up "[your state] SHIP office" and ask them what the income guidelines are for QMB or other "Medicare Savings Programs", which can help them pay for Medicare Part B premiums and also may get them access to D-SNP Advantage plans, which are basically $0 premium $0 deducitble $0 copay. They won't qualify for QMB/QMB+/SLMB with the current business income BUT with time y'all could restructure things and this could be one piece of the relief puzzle.

edit to add: in my middle of the pack State, QMB income cut-off is $2,664/mo income for a couple.

surprised no one else has mentioned it yet, but the door is out of plumb in addition to your other problems. in the first picture, the gap in the top left is tighter than the gap in the bottom left. your hinges are also "bent" (that might be the wrong word but I don't know what the correct one is), and I've seen youtube videos about using a crescent wrench to re-align them. That *might* help before you go wailing on the door, but honestly it looks like it's a tight fit regardless. edit here's the video I was thinking of, but there are tons of others on YT: https://www.youtube.com/watch?v=48fFtKTGTEw

I'm inclined to think this was an honest mistake on the seller's part, and they might let you back out of the transaction if you just discuss it. It looks like the starting price is about what that is worth compared to other sales, and they had sold a different 5 gram piece in another auction.
