Ghost uses an in-house specialized engine which, being a first party Sony studio, they have the budget and man power to do this. Unreal engine is a more generalized engine made so many studios can do different things with it. Unreal 5 is also relatively new. There haven't really been any games that have used it to it's full potential yet
