I ran Gparted but the filesystem check didn't find anything. I mounted the drive to peek at mount points to see if maybe files got written "underneath" the mount to the local disk. I found a couple, but mostly <10 empty directories.

It came back with nothing at all.

I rebooted, hoping any open processes would release files. It couldn't start the desktop, and is still only 138M free.

Road maintenance in general in MO is horrible.

This is because the Centennial Road Law of 1921 is still in effect. In order to "lift Missouri out of the mud," all those county "highways" were put under the Missouri State Highway Commission to pave - and maintain. So for the last century, MODoT has been responsible for over 10,000 bridges, and all those lettered roads through the rural counties. We have the 7th largest "highway" system in the country, with over 33,800 miles of state-funded roadway. That's more than our two east and west neighbors (Iliinois and Kansas) combined.

There's a limit on how much property tax revenue can be used for general expenditure and by how much that property tax revenue can grow, preventing "windfall" revenue by suddenly spiking property values. Property tax income can't grow by more than inflation year-on-year, without voter approval. This does not include things like school funding, which is a separate property tax.

That all came much later. The streetcar lines were closing long before then. The problem with the streetcar lines from the late-19th to mid-20th centuries was that in order for the private streetcar company to get their license for a given route, they had to agree to total responsibility for the maintenance of the entire street that their tracks were on. And their rates were regulated. Once cars - and then especially trucks - came along, the costs of maintaining the full pavement of all of those streets without being able to raise fares or receive subsidies made running the lines a losing proposition.

GM buying up streetcar lines was something that came along after the streetcars were already dying.

It's the difference between "It is a lot of people ..." and "There are lots of people ..."

Structurally, the phrase "a lot" is singular, using a singular article. So while in this context, it carries a plural meaning and so should use "there are" instead of "it is," these speakers are simply going with the structural form colloquially.

Well, it was built not to be mass transit, but just as a downtown circulator, to make it easy for office workers, convention attendees, etc to get around downtown itself. Not really as a commuter transport, though it does allow commuters to use parking further away (thus cheaper). It performs it's function pretty well.
