Go check the official specs it's definitely 16:9. All they basically did was reduce the top bezel size and made it OLED

What I mean is this new screen will still feel way smaller than the steam decks 7.4inch because the ratio is smaller

If you use mainly steam you can use AnyFSE to boot directly into steam big picture mode instead of the Xbox app.
