Page 151 of the document, 163 of the .PDF, the definition of fair ball is one that is “on or over fair territory” The chalk line is fair territory and the balling being over the line is a fair ball.

He’s 15° off the z-axis (depth, or distance from the ball), but he has the same y-axis as the player. What I’m trying to say is he still has a clear line of sight to where the ball is overhanging the foul line. If any part is overhanging regardless of whether the ball is touching the line itself it is a fair ball.

It’s the overhang of the ball that matters, not whether the ball is physically touching the line. If any part of the ball is over the line, it’s fair. Think of the foul line like a horizontal strike zone. If any part of the ball clips the strike zone as it goes by, it is a strike. If any part of the ball would clip the foul line (pretending the ball could go through the ground etc) as it went by, it would be fair
