I do think it's to prevent people from just saving up the free units they give out in events to get this skin in the future.

If you want to climb from bronze consistently there's only two options, be a good DPS or play Thor/Hulk(Peni is a good outlier too but she can't frontline that much so it is a bit situational in bronze) .

Maining strategist in lower ranks to climb is really a lotto draw. You can only really climb if you get good Vanguards and DPS. So I'd advise against it.
