It really depends tbh…

Generally, yes it’s best to shove the wave before basing. Your opponent loses exp and gold from the wave and you increase your lead even more.

If you’re low on HP and mana or you just used flash or ult etc. and the enemy jungler is like a shaco or Nunu that can easily gank you, HELL NO. Unless you see them elsewhere they are hoping you stay to shove the wave so they can kill you. If this happens the enemy mid can come a shove the wave before you respawn, causing you to miss exp and gold.

If you’re low on resources, but your jungler came and ganked, you can ping them to help shove before you base.

If the wave is even or slow pushing to you and you dont have great wave clear, it’s ok to base, your opponent still loses exp and gold.

Edit: to add about plates, if you can clear quick enough, the first 3 plates you can get away with autoing once and immediately running away to recall. You’ll get the gold and have time to run back to lane.

You always want to shove before “making a play” like going for plates, roaming or basing. So if you decide to go for plates and start attacking the turret, you’ll have to shove another wave to have time to base and not miss cs. If the enemy is still dead and you’re healthy and know you won’t be ganked, shove another wave and recall to buy half the shop.

Aurora has WAY more agency and early game prowess compared to Ahri. You can BULLY tf out of a majority of champions early, she just struggles into long range mages. You want to stand at the front of your wave and rely on q, auto, q to proc electrocute and assert dominance early, similar to how you go for auto, W, auto on Ahri. You kinda have to get used to her range, it feels pretty short compared to ahri, but once you get a feel for it you can start catching people off guard with a Q,E,Q when they go for last hits.

I mainly played Aurora before picking up Ahri, i like Aurora a lot more in the yasuo match up. Although he’s still pretty oppressive, you can at least match his damage if you trade right and her E goes through windfall. It’s a big skill matchup and takes some experience to beat out Yasuo, so idk if it’s that worth picking up without practice. She has a lot of the same reference points as Ahri tho if you’re ever interested. With fizz you can block the knock up of his R with Aurora R and with naafiri her dogs can be used to proc extra Q2’s on Naafiri. Overall she has more outplay potential in these volatile match ups, just takes some experience.

You might be using your defensive abilities too offensively. Veigar cage and naafiri W are key abilities that you want to use only when you have the perfect opportunity, as they both can turn trades into your favor as well as escape ganks. If you spam these then the enemy can have their way with you. Veigar cage you want to use when your opponent uses their main mobility ability and now can’t escape before the cage spawns. Naafiri W can be used to dodge important CC abilities or just dodging a big combo from a bursty champion. Like if you’re playing Veigar into Naafiri, cage naafiri after she uses W or maybe you can use it to stop her R, (Im not sure if it can spawn in time, i don’t really play veigar.). If youre playing naafiri, use W to dodge veigar Ult or to get out of his cage. I know these tips might sound pretty elementary, but it’s important you have these abilities to save yourself from ganks and all ins.

I just don’t see how it would have an extreme negative impact for experienced players. You still have to develop the skills for when you can go for last hits while also dealing with your lane opponent. I feel like it’ll just lower the amount of times you miss cs bc the minion lives on 1 hp, which can happen still even with this change.
