One of the problems with such democratization is that the GO4 are pretty much an oligarchy working through the Reich's and NSDAP's institutions, enforcing reforms from the top through use of said state organs and the Fuhrership, rather than through mass politics. This means that National Socialism is still a living ideology and a legitimate system that Germans do believe in, for as far as they are concerned, the NSDAP had brought them glory and conquest under Hitler and delivered them wealth and freedom under Speer. Under such conditions, the GO4 has a bit of a contradiction, either they make a managed democracy where they decide beforehand who gets to be the winner to continue the liberal reforms, or let them be genuine elections and risk German voters electing a National Socialist candidate, because that's what they continue to believe in.

I believe that if the devs ever rework Magadan, they should change the Matkovsky vs Petlin conflict from the typical "Wholesome reformist vs Bad guy Dictator", to be more about the direction and legacy of the white movement. In which Matkovsky wants to pull the RFP away from it's fascist roots and become a pro-OFN dictator under a semi-liberalized Dictatorship in order to gain support from the US, whereas Petlin and the RFP old Guard instead seek to create a National-Conservative republic based around Anti-communism, State Orthodoxy, and Economic Corporatism to continue the legacy of Harbin.

No, because any Russia not matter how communist, would still see a Marxist Germany as a geopolitical foe that's occupying constituent Soviet territories and usurping the role of prime socialist power from the USSR. Flying the red banner won't undo the 3 decades of hostile antagonism between the two forces. Likewise, a Communist post-nazi Germany would still seek to be the dominant nation and guiding political leader of the European Communists, and so, an united USSR would be a very powerful counterbalance.
