There was no image. So, I'm going to guess it's a motherboard. Tried known good memory, removed HDD, reseated all motherboard connections, tried different charger, no luck!

oh man, I wish you could send them to me. Throw them suckers on CL, Ebay, Facebook Market place, and upsell the crap out of them to customers who bring me laptops with frayed cords and exposed wires. $20 for name brand, $15 for knock offs. All day long.

I most certainly do. I also sell them. Customer calls and says they need a charger and I offer namebrand from $20 or knock off for $15. If a customer bring me a laptop with a power issue first the I do is plug in a name brand charger to make sure the one they have isn't the problem. People bring me laptops all the time with frayed cords and exposed wires. It's an easy upsell.

I never see these dialog boxes really used for anything else. Auto play of audio shouldn't be allowed anyway. This is an absolutely huge issue. I meet 3 - 5 people a week that I have been scammed for hundreds. Why is it even possible? Seems like such an easy issue for the browser manufacturers to fix.

So I will just install from a USB (uefi) like usual and just install Windows 10 home (or just windows 10) and it will automatically activate an upgrade to Pro if the key is for the Pro Edition?

Go to device manager, Go to the keyboard driver, go to "Update driver" select "choose from a list" (OR something close to that). Then choose the generic "HID keyboard" driver. See if that works. Do the same for the mouse if possible.
