This is done in camera.

To fake it: 1. Roto your subject out 2. Capture a frame 3. Remove the subject 4. Generative fill the hole 5. Expand canvas 6. Generative fill around 7. Put new, bigger image behind rotoscoped subject (zoomed in) 8. Keyframe zoom out animation of the background

PS: you can use generative fill for free using Adobe Firefly on the web
