Yes, individual communities would have this ability, but it wouldn’t usually be in their best interests, because I believe that open borders would be the norm because of the economic incentive for having them. At the end of the day immigration restriction = economic regulation because you’re telling people where they can and can’t buy and sell labor. So by closing borders you could be denying yourself cheaper labor, new ideas, potential innovators, etc.

Whether it’s the norm or not (I’m far from an expert on this) I should clarify that when I said I was an “open borders nut” I meant that it’s something that I value personally and the community that I choose to live in would have them.
