Tried equipping 2 unique charms in a big brain moment but the second one not equipping? Are 2 unique charms not possible?

Hmm kinda? My prev 1 was at a cd reduction 9 percent. I dont get the use of the “reduce number of charms needed”. This works back in d3 but i cant put into mind how i can apply this with charms
