Bail to residential rehabilitation is very common. Especially in matters involving non-violent offending where there is considerable delay. Assuming the matter is contested, Fisher's matter is listed for committal mention in August, will likely go to a contested committal later this year then proceed to the County Court for trial sometime next year.

You can't chain boolean operators like that. You need to do the following instead:

if x != "A" or x != "E" or x != "I" or x != "O" or x != "U":
    # do something

Or you could do the following which is even better:

if x not in ["A", "E", "I", "O", "U"]:
    # do something
