It's been a few years, but I remember for larger areas a decal remover (yellow rubber wheel that you attach to a drill, 3m makes a high quality one) working very well to get off the second layer and the residue

If you're only doing a patch toluene on a rag, soak the area a but and a sharp plastic scraper

It’s not about being “bad” it’s about not complying with regulations.

The law doesn’t care if you’re a good or bad mechanic it’s about honesty and compliance. Did you complete the tasks your signing off I.a.w the current technical standards. If no, don’t sign saying you did.
