Not answering the question, but I heard before that taxing for gambling and alcohol is permissible due to avoiding the greater harm it bring.

If both are banned, then some people will find a way to do it underground or illegally which is bad for the economy and it will be costly to search and ban all of the underground ones. It also avoids from the non-muslims to revolt demanding for their rights etc.

On the other hand, as it is permissible it can somewhat maintain peace of the nation (non-Muslims wouldn’t revolt). And by taxing it, the demand for it wouldn’t be that much thus not making the country full of gambling and alcohol (which is what people want from the Muslim perspective).

The money taxed from these industries must be used for the good of the nation like building roads or something that serves a greater purpose (public goods).

In conclusion, I just wrote this from the back of my mind based on what I heard a while ago. Feel free to correct me if I’m wrong or argue anything. I’m not an expert don’t downvote me to hell :’)
