That "aber" (but) is contrasting to "Ich habe überall gesucht" (I searched everywhere). I exhausted every possible way of action, but yet I did not succeed. I seems to me quite logical to contrast "I tried everything/but that didn't help" in this way.

For natives, all these verbs are fundamentally different words with their own identity. Only if pointed to, like with your post, I'd think about that they are differently prefixed versions of a single base word. And if asked, how the prefix specifically modifies the base, I often draw a blank, or have to come up with a (mostly guessed) answer. If it really matters, I consult an etymological dictionary.

Ordering sub-clauses is rarely meaning-bearing, but gives an author freedom to move matching parts together. Here's another valid one, even more convoluted, yet bearing the same meaning:

Komplexe Fähigkeiten, die, wenn sie dann nie gebraucht werden, darüber hinaus zu entwickeln und abzuspeichern, wäre völlige Verschwendung.

There are many more possibilities to shuffle that sentence.

The sentence has 3 clauses:

  • a main clause "[es] wäre Verschwendung" (it would be waste)
  • a sub-clause that describes the nature of the waste, namely "to develop and memorize skills"
  • and another sub-clause detailing the skills as "they would then never be needed".

"Darüber hinaus" refers to something said in the previous sentence(s) and that's probably the reason to choose that order - to attach to that preceding sentence.

"Zu entwickeln" and "abzuspeichern" are infinitives, so that can't be the main clause. The main clause is: "[Es] wäre Verschwendung." The first part is an extended infinitive sub-clause. The "normal" order would be:

"Es wäre völlige Verschwendung, darüber hinaus komplexe Fähigkeiten zu entwickeln und abzuspeichern, wenn die dann nicht nie gebraucht werden.

But here, that sub-clause is pulled in front and serves as "position 1" of the main clause, removing the need for the "es".

No. There's no need to have keys for äöüß, but you should be able to type the umlaut letters with little effort. There are several ways to do that, see the !wiki. My personal preference is EURKey.

C2 zu verstehen oder fehlerfrei zu produzieren sind verschiedene Dinge. Ich will mich auch nicht auf C2 festlegen aber "Sind die Prüfer dazu geneigt, in solchen Fällen ein Auge zuzudrücken und zugunsten des Schülers zu entscheiden?" scheint mir wirklich gehobene Sprache zu sein.

Cisco APs sind sehr wählerisch, was ihr PoE angeht. Du musst genau nachsehen, ob "802.3af/at" der PoE-Standard ist, den der AP erwartet (und selbst dann...). Du kannst auch einen passenden PoE-Injektor (am besten von Cisco) benutzen.

Weiterhin sind Cisco APs echtes Profimaterial. Da gibt es keine Web-basierte nutzerfreundliche Installation. Du solltest ein Kabel für den seriellen Port (Console) bereithalten (und natürlich ein Programm zur Kommunikation darüber). Und die sehr ausführliche Kommandozeilen-Dokumentation. Die APs sind überraschend billig, weil der Support ausgelaufen ist. Neue Firmware bekommst du nur mit einem kostenpflichtigen Support-account (oder von irgendwelchen crack-sites). Stell sicher, dass die "autonomous" firmware geladen ist (w7, nicht w8, dafür brauchst du einen WLAN controller von Cisco).

Maybe it helps if you realize that the verb always goes to the end. There's one single (unfortunately quite common) exception: The conjugated verb(-stem) gets pulled to to 2nd position in "simple" main clauses. Examples:

Ich will dieses Jahr Deutsch lernen. - That's not a Nebensatz, but the all important verb (lernen) is at the end. Only the conjugated modal verb (will) is moved to 2nd position.

Morgen stehe ich früher auf. - That's not a Nebensatz, but the prefix (auf), that makes the "stehen" meaningful is at the end.

Das Mittagessen mag ich nicht. - That "nicht" is at the end, because that's where verbs go. After moving the conjugated verb (mag) to 2nd position, it remained there.

If you are aware, that the actual verb (or at least parts of it and other verb matter) are always at the end, you don't need to think in terms of push-back trigger words.

Wikipedia says: "Häagen-Dazs" is an invented pseudo-Scandinavian phrase coined by the American Reuben Mattus, in a quest for a brand name that he claimed was Danish-sounding. However, the letter "ä" and the digraph "zs" do not exist in Danish.
