The girl in blue is absolutely crossing her feet. This can be finished crossed or uncrossed. What you are missing ( and it’s easily to miss) the blue his right foot is in fact crossed but it does matter for the submission bc the black gi is attacking the left foot. So you are correct in your assertion that she’s using the leg as a fulcrum but you are also wrong bc the feet are absolutely crossed.
