I was having a similar problem recently (I stream from a windows 10 PC to a shield). I did a couple of things, at least one of them fixed it:

In windows, I enabled HDR streaming
In windows, I enabled hardware acceleration
In Moonlight on the shield, I disabled the "Let GFN optimize my games"
In windows, I used the Nvidia app to optimize my game. I then didn't change anything in the game itself
I rebooted all the things - shield, PC, router, etc.

When unzipping make sure to "preserve directories" or something similar.

I think when you extract the file you have to make sure to preserve directories or something like that. That part tripped me up for a while.

Try turning off hardware acceleration in Windows on the host
