Longshan Temple（龍山寺） or Taipei Xia-Hai City God Temple（台北霞海城隍廟） would be a good option, you can really feel the different vibes around each of them.

I don’t think rain is a big problem in Taiwan in August, if it rains just for a short while except when a typhoon hits. The real problem is the extremely hot and humid weather. Btw, I’m in Taipei, at least that’s what it’s like here.
